BROOKENBY PARISH COUNCIL

Notes of the Meeting of the Council held in the Community Resource Centre, Brookenby on Tuesday 8th June 2010 at 7.00pm.

  1. Apologies for Absence:

Cllrs Purdy, Jarvis & Mrs Rivett.

  1. Declarations of Interest:

Cllr Round declared a personal interest in item 14.  Cllr Mrs Shackleton declared a personal interest in item 13 and a personal/prejudicial interest in item 17.

  1. Notes of Meeting held on 6th April to be approved as minutes:

Signed as a true record.

  1. Police Report:

PCSO is to write update for newsletter and website to keep parishioners informed. Arson has taken place at the officer’s mess.

  1. Reports from Representatives of the District & County Councils and other outside bodies:

No representatives present.

  1. Clerk’s report on matters outstanding:

Letter received from LCC Highways, detailing recent meeting. Council has been asked to prioritise repairs to pavements in village. Agenda item at next meeting.

  1. Finances:

a) To approve statement of accounts for year ended 31st March 2010:

Approved and duly signed.

b) Execute review of effectiveness of the internal auditor:

The clerk read the internal auditor’s report to council. Council resolved its effectiveness.

c) Execute annual governance statement:

Executed.

Council resolved to add Cllrs Thorpe and Mrs Shackleton to bank mandate.

  1. Planning

None.

  1. Correspondence:

WLDC Code of conduct training to be held on 19th July at 7pm at Guildhall, Gainsborough. Cllrs Thorpe, Round and Clark to attend.

Correspondence from parishioner regarding Environmental Health matters. Clerk to refer.

  1. To discuss & resolve on renewal of insurance policy:

Letter received from BCCMC regarding possibility of taking out own insurance cover for the community centre. Council was concerned that it had no details and Cllr Mrs Shackleton said that she had no idea of the details of the policy. As the insurance was renewable on 1st June and renewal was already late, council resolved to renew on this occasion but clerk to obtain quotes before next renewal date.

Aon Ltd at a cost of £3198.04.  Proposed, Cllr Round. Seconded, Cllr Thorpe. Resolved.

  1. To discuss & resolve on funding for community news:

£100. Proposed, Cllr Thorpe. Seconded, Cllr Clark. Resolved.

Cllr Purdy to be asked to provide a report on the website for next meeting.

  1. To discuss a mountain bike trail in village:

Deferred.

  1. To elect a parish council representative on BCCMC:

Council resolved to defer the decision until its position with BCCMC is clarified. Proposed,  Cllr Round. Seconded, Cllr Thorpe. Resolved. Cllr Mrs Shackleton abstained.

  1. To resolve to move into closed session:

Proposed, Cllr Clark. Seconded Cllr Thorpe. Resolved. 3 for/1 against, Cllr Round.

  1. To discuss outstanding debt from BCCMC:

Cllr Mrs Shackleton left the room. An update was given on debt recovery. It was agreed that a meeting was necessary to discuss court case.

Meeting closed at 10.10 pm
